Potter County Commissioner Manny Perez attacked the Amarillo City Commission's spending priorities Tuesday shortly before city leaders approved a plan to finance streetscape upgrades for the county's historical courthouse renovation.

City commissioners unanimously approved resolutions announcing the city's intent to issue certificates of obligation to raise as much as $2.26 million for downtown streetscape improvements and $4.1 million for an overhaul of an aging golf course.
